- To plan, implement, monitor, and coordinate the development of Waqf, Zakat, Mal and Hajj/Umrah institutions to function more effectively in the socio-economic development of the ummah;
- To plan and coordinate the requirements and uniformity of the legal system for the development of Waqf, Zakat, Mal and Hajj/Umrah institutions;
- Forging smart collaborations with Government agencies as well as GLCs/private parties in the development of Waqf, Zakat, Mal and Hajj/Umrah institutions;
- Conducting studies and research, publications and coordination on issues and programmes for the development of the wealth of Muslims so that it can be fully utilized by the ummah;
- Assist and provide support services in the management of human resources, finance and ICT to the State Religious Authorities and related agencies.

JAWHAR’s motto shows the hope and spirit of JAWHAR in enhancing the development and socio-economic progress of the ummah. The core areas of JAWHAR will be developed to a higher level and in turn contribute to the building of an excellent ummah civilization as a whole and in this Country. In this regard, the citizens of JAWHAR will always be committed to implement programs and agendas towards the development of this ummah’s civilization.

The slogan JAWHAR carries a very deep meaning. This slogan is a call to every citizen of JAWHAR to always work together in every planning and matter carried out by the department so that the results obtained are the best and are the result of a precise joint effort from every citizen. The result of this continuous effort can provide the best achievements and in turn contribute to the goals of JAWHAR towards the construction of ummah civilization. In performing these duties and responsibilities, every citizen of JAWHAR is urged to perform them in the best possible way. It also shows JAWHAR’s commitment to quality in every action taken
In addition to the motto and slogan, the formation of the identity of JAWHAR citizens is also based on the appreciation and practice of several values and work ethic that are included to form the word HIJRAH and become the management philosophy of JAWHAR. JAWHAR Abbreviation
The word ‘JAWHAR’ comes from Arabic which means precious and high value gem. The word JAWHAR itself symbolizes the department’s hope to be a top and most valuable agency like a jewel. The word ‘JAWHAR’ is also in line with JAWHAR’s aspiration to produce high quality outcomes like a very valuable gem, which is a manifestation of the excellence of a world-class Government department.
The word JAWHAR also stands for an acronym for the name of the department. JA is an abbreviation for the word Department, the letter W represents Waqf, and the letter H represents Hajj. Zakat and Mal are represented by HAR which is abbreviated from the word Harta (Asset) which is the foundation for the socio-economic development of Muslims.
